A 4-year-old boy was booked for rape after the girl alleged that he used his fingers as well as a sharpened pencil to sexually assault her in school premises.




Delhi Police on Thursday said that it is looking for CCTV footage to confirm allegations that a four-year-old boy raped his classmate of the same age in a Delhi school.


As per an FIR filed by her parents, the girl had complained of pain in her private parts after coming back from school last Friday. The next day, she said that a boy in her class had used his fingers as well as a sharpened pencil to sexually assault her on the premises of Delhi's Maxfort School in Dwarka.

The boy has been booked for rape after Rockland Hospital confirmed sexual assault and Delhi Police is now looking for video evidence of the incident. "Various aspects are being analysed. We are also looking for CCTV footage or if anything was captured. The medical report of the victim will also be looked into," Delhi Police's spokesperson Dependra Pathak said.

Pathak also added that the possibility of school staff's role would be looked into. This after the parents of the girl had accused the school management of laxity. They have said a school teacher and the school coordinator, on being told about the incident, feigned ignorance and offered no concrete assistance. 

The school principal too - reportedly - did not provide any relief, and further refused to divulge details of the accused student.

In a statement to the media, the girl's mother said that she has asked the school authorities to sack the principal, the teacher concerned and the counsellor, issue a public apology on Facebook and refund her two years’ school fee with interest.

Even as Reliance Jio subscriber base increased by nearly 6 million in September 2017, the country’s overall telecom user base dipped by 2.9 million. According to data released by Telecom Regulatory Authority of India (TRAI), the churn can be attributed to the 2.38 million wireless connections in urban areas going off the grid. It should also be pointed out that there were several thousand disconnections in rural wireless and wireline networks. In fact, there were only three operators that added subscribers in September across India – Jio, BSNL and Airtel.



The TRAI data shows there were 40,000 urban wireline disconnections, and 420,000 and 30,000 disconnections in rural wireless and wireline networks, respectively. The country’s total subscriber base as of September 2017 stands at 1.206 billion, with 1.183 billion wireless subscribers and 23.67 million wireline consumers. There were 5.49 million MNP (mobile number portability) requests across the country, and the total number of requests has finally crossed 300 million since the facility was rolled out in in 2010.

Airtel is the country’s largest mobile service provider with 282.02 million users and 23.84 percent market share, followed by Vodafone (207.37 million, 17.53 percent) and Idea Cellular(190.1 million, 16.07 percent). On the fourth and fifth positions are Jio and BSNL with 138.6 million and 11.72 percent share, and 105.76 million users and 8.94 percent share, respectively.

As for wireline subscriber base, there was a net decline of 0.10 million users in September, going down from 23.77 million to 23.67 million. BSNL is the market leader in wireline telecom segment with 54.06 percent market share. It is followed by Airtel (16.49 percent) and MTNL (14.38 percent).

Coming to broadband Internet access – which TRAI defines as wireless and wireline networks delivering speeds of 512kbps or above – 324.89 million people in the country had access to high-speed Internet in September. This represents a 2.66 percent increase in the same figure in the preceding month, up from 316.48 million. Of this 324.89 million, 306.39 million used broadband speeds on mobile devices (phones and dongles). On the back of its 4G-only network, Reliance Jio is the market leader in delivering broadband speeds and accounts for 138.6 million of these users and 42.67 percent market share. Airtel (62.29 million, 19.17 percent), Vodafone (45.98 million, 14.15 percent) and Idea (29.61 million, 9.12 percent) take the next three spots in this ranking.

Prime Minister Narendra Modi said, "Today, digital technology has emerged as a great enabler. It has paved the way for efficient service delivery and governance."



Prime Minister Narendra Modi on Thursday recalled the speedy evolution of cyberspace from the bulky mainframe computers to hand-held smartphones and gadgets of the present era. Speaking at the inauguration of the fifth edition of the Global Conference on Cyber Space in New Delhi today, PM Modi talked about how the cyberspace has transformed across the world in the past few decades. The Prime Minister also emphasised the need for not allowing digital space to become a playground for terrorists.

We all know how cyberspace has transformed the world over the last few decades. The senior generation among the gathering here, would recall the bulky mainframe computer systems of the seventies and eighties. A lot has changed since then. Email and personal computers brought about a new revolution in the nineties. This was followed by the advent of social media, and the mobile phone as an important vehicle of data storage and communication. Expressions such as the Internet of Things, and Artificial Intelligence, have now become commonplace. These indicate that change continues, perhaps at an even faster pace now.
These rapid developments in the digital domain have mirrored immense change in India as well. Indian IT talent has been recognized worldwide. Indian IT companies have made a name for themselves globally.

Today, digital technology has emerged as a great enabler. It has paved the way for efficient service delivery and governance. It is improving access, in domains from education to health. And it is helping to shape the future of business and economy. Through each of these ways, it provides the less privileged sections of society, a more level playing field. On a macro-scale, it has contributed to emergence of a flat world, where a developing nation like India can compete on a level footing with developed nations.

Technology breaks barriers. We believe it validates the Indian philosophy of “Vasudhaiva Kutumbakam” – the world is one family. This expression reflects our ancient, inclusive traditions. Through technology, we are able to give meaning to this expression, and indeed to the best of democratic values.
We in India, give primacy to the human face of technology, and are using it to improve what I call, “ease of living.” Empowerment through digital access, is an objective that the Government of India is especially committed to. “Digital India” is the world’s largest, technology-led transformative programme which is paving the way for our citizens to avail digital services. We are using mobile power or M-power to empower our citizens.
I am sure most of you are already aware of Aadhaar, which is the unique biometric identity of a person. We have used this identity to liberate our people from queues and cumbersome processes. Three factors: first, financial inclusion through our Jan-Dhan bank accounts; second, the Aadhaar platform; and third, the Mobile phone, have greatly helped reduce corruption. We call this the J.A.M. or JAM trinity. Through better targeting of subsidies, the JAM trinity has prevented leakages to the tune of nearly 10 billion dollars so far.
Let me share a few examples of how digital technology is becoming a great facilitator for “ease of living.”
Today, a farmer can access a variety of services, such as soil-testing results, expert advice, and a good price for his produce, at the click of a button. Digital technology is therefore contributing to increased farm incomes.
A small entrepreneur can register on the Government e-Marketplace, and bid competitively for supply of goods to the Government. As he expands his business, he also contributes to lowering the cost of procurement for Government. This leads to increased efficiency, and greater value for public money.
Pensioners no longer need to present themselves in front of a bank officer, to provide proof of life. Today, a pensioner can leverage the Aadhaar biometric platform, to provide this proof with minimal physical effort.
Women form a significant part of the IT workforce. Digital technology has facilitated several new enterprises led by women. In this way the IT sector has contributed towards gender empowerment.
Citizens of India are increasingly adopting cashless transactions. For this, we created the Bharat Interface for Money – or BHIM App. This App is helping the movement towards a less cash and corruption free society.

These examples show the power of technology in improving governance.

We are using the digital domain to facilitate participative governance, or Jan Bhagidari. When we assumed office in May 2014, many people, particularly youngsters expressed a keen desire to share their ideas and work for the nation. It is our firm belief that there are millions of Indians, whose transformative ideas can go a long way in taking India to new heights.
Therefore, we launched the citizen engagement portal, MyGov. This platform enables citizens to share their thoughts and ideas on important issues. In many key policy areas, we received thousands of valuable suggestions. Many logo and emblem designs for various Government initiatives today, are the result of crowd-sourcing, and competitions on MyGov. In fact, even the official app for the Prime Minister’s Office, is the result of a competition floated on MyGov, which received brilliant responses from youngsters. MyGov is a prime example of how technology strengthens democracy.
Let me turn to another example. On assuming office, I realized that important government projects and initiatives often suffer on account of unnecessary silos in government functioning, and the lack of focused decision-making. Therefore, we devised a cyberspace based platform, called PRAGATI or Proactive Governance for Timely Implementation. PRAGATI, in Hindi, literally means progress.


On the last Wednesday of every month, I meet top Union and State government officials for a PRAGATI Session. Technology breaks silos. Sitting in our respective offices, aided by the cyber world, we discuss and resolve important governance issues. I am happy to share with you that the PRAGATI sessions have resulted in faster decision-making, through consensus, in the larger interest of the nation. PRAGATI has put back on track infrastructure projects worth billions of dollars which were stuck in redtape

I have even tried something of my own, through the Narendra Modi Mobile App. This App deepens my connect with citizens. The suggestions I get through the App are very useful.
Today, we launched the UMANG Mobile App, which will provide over a hundred citizen-centric services. At the back-end, these services will be catered for by many different departments of the Union and State Governments. This integrated approach will add an automatic layer of “peer performance pressure”, in the working of these departments.

The theme of the Conference: “Secure and Inclusive Cyberspace for Sustainable Development” also highlights the importance of securing this vital asset for mankind. The global community needs to approach the issue of cyber-security with confidence, as much as with resolve. Cyberspace technologies must remain an enabler for our people.
The quest for an open and accessible internet often leads to vulnerability. Stories of hacking and defacement of websites are the tip of an iceberg. They suggest that cyber attacks are a significant threat, especially in the democratic world. We need to ensure that vulnerable sections of our society do not fall prey to the evil designs of cyber criminals. Alertness towards cyber-security concerns, should become a way of life.
One of the major focus areas should be the training of well-equipped and capable professionals to counter cyber threats. Cyber-warriors who will remain on the alert against cyber-attacks. The term “hacking” may have acquired an exciting, even if dubious overtone. We need to ensure that cyber protection becomes an attractive and viable career option for the youth.
On a related note, nations must also take responsibility to ensure that the digital space does not become a playground for the dark forces of terrorism and radicalization. Information sharing and coordination among security agencies is essential to counter the ever-changing threat landscape.
Surely, we can walk the fine balance between privacy and openness on one hand, and national security on the other. Together, we can overcome the differences between global and open systems on one hand, and nation-specific legal requirements on the other.

Government sets up a panel to draft new direct tax law

The government today constituted a task force for redrafting the 50-year old income tax law in sync with the economic needs of the country.

The six-member task force will have Arbind Modi, CBDT Member (Legislation) as the Convener and other members, including Girish Ahuja (chartered accountant), Rajiv Memani (Chairman and Regional Managing Partner of EY) and Mansi Kedia (Consultant, ICRIER). 
Prime Minister Narendra Modi, during the annual conference of tax officers in September, had observed that the Income-tax Act, 1961 was drafted more than 50 years ago and it needs to be redrafted. 


Accordingly, in order to review the Act and to draft a new direct tax law in consonance with economic needs of the country, the Government has constituted a task force," a finance ministry statement said. 

The task force will submit its report to the government within 6 months. 


Chief Economic Adviser Arvind Subramanian will be a permanent special invitee in the task force. 




The panel has been tasked to draft a direct tax legislation keeping in view the tax system prevalent in various countries, the international best practices and economic needs of the country. 

Seeking to replace the existing I-T Act, the UPA government had in 2009 come out with Direct Taxes Code to simplify the tax legislation for individual taxpayers as well as corporates. 


The Direct Taxes Code (DTC) Bill, 2010, which was introduced in Parliament in 2010, lapsed with the dissolution of the 15th Lok Sabha. 

The Bill had proposed annual I-T exemption limit at Rs 2 lakh, and levying 10 per cent tax on income between Rs 2 lakh and Rs 5 lakh, 20 per cent on Rs 5-10 lakh and 30 per cent above Rs 10 lakh. For domestic companies it suggested tax rate of 30 per cent of business income. 

The NDA government, since coming to power in 2014, has already implemented general anti-avoidance rules GAAR. In 2016 Finance Minister Arun Jaitley also promised to lower corporate tax rate to 25 per cent in 5 years. 


Currently, income up to Rs 2.5 lakh per annum is exempt from tax for individuals.

With just days to go before its release, director Sanjay Leela Bhansali’s historical epic Padmavati has been withdrawn from the calendar. Makers Viacom 18 postponed the December 1 release after a series of violent threats by fringe groups. Bhansali and star Deepika Padukone, who plays the titular role, were threatened with violence. With Madhya Pradesh banning the film and Punjab CM Amarinder Singh joining the chorus, we bring you the latest updates on the controversy:

2:50 pm IST: “There is objection over story of a film. Famous film Mughal-e-Azam showed Anarkali as Saleem’s mehbooba, when in reality there is no such thing but no Muslim objected because it is a story & Muslims are large-hearted they know a film can’t ruin their history,” said Samajwadi Party leader, Azam Khan, according to ANI.

2:31 pm IST: TV reports suggest Maharashtra is mulling a ban on Padmavati. Punjab, UP and MP have ‘banned’ the film so far.

2:00 pm IST: The atmosphere of “intolerance” and “barbaric” statements on “beheading” of filmmakers and actors has upset Rohit Roy, who says he is frustrated about being an Indian living in India.

“For the first time, I’m sad, frustrated, enraged that I’m an Indian living in India... Never thought I’d ever say that. Indeed, very sad. Jai Hind,” Rohit tweeted.

12:40 pm IST: Within 48 hours after protest over the Sanjay Leela Bhansali film reached Kolkata with members of Bharat Kshatriya Samaj vowing to prevent the release of the film in West Bengal, the Trinamool Congress made it clear that they will not allow any muscle flexing in the name of protest.


The tone was set by chief minister Mamata Banerjee herself, who tweeted her displeasure over the controversy around Padmavati. “The #Padmavati controversy is not only unfortunate but also a calculated plan of a political party to destroy the freedom to express ourselves. We condemn this super emergency. All in the film industry must come together and protest in one voice,” she wrote on Monday.

12 pm IST: On Tuesday, UP Chief Minister Yogi Adityanath slammed Bhansali in an interview to CNN-IBN, saying ‘he invited trouble’ by making the film. He said that the ban on the Padmavati would continue in the state, and that the filmmakers should respect the sentiments of the 22 crore citizens of UP.

“Nobody has the right to take law into their own hands, be it Sanjay Leela Bhansali or anybody is. And I feel that if those giving death threats are guilty, then Bhansali is also guilty of hurting people’s sentiments,” he said.

11:45 am IST: Police have been stationed outside Deepika Padukone’s parent’s house in Bengaluru. “I have asked the Haryana Chief Minister to take strict action against those threatening to harm Deepika, as she only played the lead role in the film as an actress as directed by its maker,” Karnataka CM Siddaramaiah said on Monday.



“I condemn the culture of intolerance and hate perpetuated by the BJP and its right-wing groups. Karnataka stands by Deepika who is a renowned artist from our state.”

11:40 am IST: Actor Kamal Haasan tweeted in solidarity with Deepika Padukone. “Extremism in any debate is deplorable. Wake up cerebral India.Time to think. We’ve said enough. Listen Ma Bharat,” he wrote.

10:35 am IST: According to ANI, a man from Gurugram has filed an FIR against BJP leader Suraj Pal Amu for his comments against Deepika Padukone & Sanjay Leela Bhansali. The leader previously encouraged violence against the filmmaker and star.

10:15 am IST: In an appearance at the ongoing International Film Festival of India in Goa, actor Shah Rukh Khan, in what seemed like an oblique reference to the ongoing protests and the exclusion of two films from the festival, said, “.... Familial experience binds us all together, makes relationships stronger even in the face of dissent and discussion as it happens in a family, instead of tearing us apart.”

I&B minister Smriti Irani and Goa chief minister Manohar Parrikar inaugurated the festival along with Shah Rukh Khan.

9:45 am IST: At the IFFI red carpet on Monday, several Bollywood personalities such as Ashwiny Iyer Tiwari (director of Bareilly Ki Barfi), producer Boney Kapoor and composer AR Rahman refused to address the issue. However, filmmakers Kabir Khan, Milan Luthria, Shoojit Sircar and Meghna Gulzar expressed solidarity with Bhansali.



8:35 am IST: CBFC chief Prasoon Joshi on Monday said the censor board is trying to come up with a “balanced decision” about Padmavati but it should be given adequate space and time to do that. “We need to understand that the CBFC must take a balanced decision. This situation was not created by the CBFC. It had nothing to do with the protests on the roads. You show the film to media houses and get reviews done but you want CBFC to deliver a fair and well-thought out decision?” Joshi said

8:30 am IST: While defending the film on Monday, lyricist and writer Javed Akhtar made incendiary remarks against the Rajputs, who have been protesting the film’s release over its depiction of Queen Padmavati. “The Rajputs and the Rajwadas never fought against the British and now they are taking to the streets against a film and a filmmaker,” he said.

The threats

Several fringe groups have been threatening violence against the film, ever since its production began earlier this year. A Meerut youth offered a Rs 5 crore bounty on director Bhansali and star Deepika Padukone’s heads.

The film starring Deepika, Shahid Kapoor as Maharawal Ratan Singh and Ranveer Singh as Alauddin Khilji, is based on the legend of Rani Padmavati, a Hindu Rajput queen.


Padmavati has an important place in Indian literature but there is little proof of the legendary queen’s existence. The filmmakers have said Padmavati is a work of fiction but that did not stop the protests. The troubles began when members of the Rajput Karni Sena attacked the filmmaker on the sets of the film, alleging that he was misrepresenting ‘facts’ about the queen - especially her ‘relationship’ with tyrant Alaudin Khilji.

Protesters allege that the historical facts in the movie had been wrongly presented to “defame” the image of Padmavati and that it had hurt the sentiments of lakhs of people.

Padmavati has been facing a lot of trouble since early this year. Bhansali was assaulted by activists of a Rajput community group, Karni Sena, while shooting in Jaipur.

BJP leader Suraj Pal Amu took the threats a step further on Sunday. “If you do not take back your words, we will break your legs,” he said in Hindi, addressing the film’s star, Ranveer Singh.

Several Bollywood personalities objected to the decision, some even calling for a boycott on the release of all films. Padmavati star Shahid Kapoor said that he is ‘optimistic and proud of the film’ and that ‘any kind of violence and coercion is uncalled for.’

On Monday, actor Shabana Azmi and lyricist Javed Akhtar called members of Bollywood to refuse to be “puppets in this game of electoral gain, divisive politics and polarisation” as the row over Padmavati turned uglier and blamed the BJP governments at the Centre and some states of not doing enough to handle the protests against the film.

Akhtar said, “the people who say they will eradicate terrorism, can’t ensure that a film is released.”

For discussion’s sake, even if one was to accept that somebody’s feelings have been hurt, that she was indeed a historical figure, and so on, what are we doing about it? Are you going to cut somebody’s nose or chop off somebody’s head? Is that how a civilised country will work?” asked the national award-winning writer.

Javed Akhtar’s remarks that the Rajputs were pawn of the British earned him threats of his own.

One of the film’s stars, Shahid Kapoor, broke his silence at the ongoing India International Film Festival in Goa. “Sometimes films of this nature.... it gets a bit complicated. I will choose to be optimistic till the due course is done. This is not the time to be angry, not the time to lose your cool. There are enough people doing that. So I would choose to say that I believe in the process,” Shahid told reporters at the IFFI red carpet.

There have been other voices too. Veteran actor Prakash Raj tweeted, “Will they let #Padmavati release post election at least .

Twinkle Khanna tweeted on, “And as far as #Padmavati is concerned I wish it is the biggest hit ever as that would be the befitting rejoinder to all these loony threats!”

Riteish Deshmukh tweeted: “What kind of a country are we becoming???? Open death threats!!! Hope our Honorable Government takes quick action. #Padmavati #KyaMeraBharatMahaanHai?”

CBFC’s stand

The CBFC had sent the film back to the producers as the application for the certification was “incomplete”. CBFC chairperson Prasoon Joshi said he deplored the use of “convenient, casual methods” and said there should be “a responsible, mutually respectful and balanced approach”.

Ajit Andhare, COO, Viacom 18 Motion Pictures, which has produced the film, told PTI that the issue with the application was “minor” and the CBFC could have screened the film. “That’s true. But film is with the CBFC, it is merely a minor technical issue. Nothing stops them from seeing the film if they want,” he said.

Joshi has also criticised director Sanjay Leela Bhansali for screening the film for a select group that included TV anchor Arnab Goswami without a certificate. “It is disappointing that the film Padmavati is being screened for the media and getting reviewed on national channels without the CBFC having seen or certified the film. This compromises the role of systems and balances that are part of a functioning industry,” said Joshi.

The Board refused to expedite the film’s certification process.

Madhya Pradesh chief minister Shivraj Singh Chouhan has told delegations of the Rajput community, which is protesting the film’s depiction of Rani Padmini, or Padmavati, that his government won’t tolerate any “wrong portrayal of a character worshipped by the nation”.

Rajasthan will not allow the movie to be screened in the state without “necessary changes” suggested by chief minister Vasundhara Raje.



She wrote on Saturday to Union information and broadcasting minister Smriti Irani for the changes to respect the sentiments of Rajputs.

The Uttar Pradesh government has also called for cuts to remove objectionable sections from the movie, which was due to open on December 1 but its producers postponed the release amid violent protests and death threats.

As the protests mounted, Shiv Sena chief Uddhav Thackeray spoke to director Sanjay Leela Bhansali after a Rajput delegation sought his intervention. The party said the filmmaker should edit out offending portions.

The protesters found a supporter in Punjab chief minister Amarinder Singh, who became the first Congress leader to speak out against the film.

“Nobody will accept the distortion of history and those who are protesting are rightly doing so,” ANI quoted the Congress leader as saying.

What happened

Trouble began after the Rajput Karni Sena, a fringe group, demanded a ban on the film because it “distorted history”. Bhansali has repeatedly denied this charge while the makers reiterated that the film was a cinematic masterpiece capturing “Rajput valour, dignity and tradition in all its glory”.

Vivo V7 was launched in India on Monday at an event in Gurugram. The Chinese smartphone manufacturer's latest selfie-focused smartphone is a smaller version of the Vivo V7+ that the company had launched back in September this year. The smartphone retains much the same specifications as its larger sibling, but, features a smaller battery, half the onboard storage, and a smaller display. Highlights include its 18:9 display and its 24-megapixel front camera. At the event, the company revealed the Vivo V7 price in India, its specifications, and its availability. The smartphone will be exclusive to Flipkart in India.

The Vivo V7 price in India is Rs. 18,990, and it will go up for pre-booking on Flipkart from Monday itself, with the first sale on Friday, November 24. The smartphone has been launched in its Champagne Goldand Matte Black colour variants.

     Vivo V7 specifications

The dual-SIM (Nano) Vivo V7 runs Funtouch OS 3.2, based on Android 7.1 Nougat. The smartphone sports a 5.7-inch HD+ (720x1440 pixels) FullView IPS display with an 18:9 aspect ratio. It is powered by an octa-core Snapdragon 450 SoC clocked up to 1.8GHz, coupled with 4GB of RAM. It's likely Vivo has decided to use the same Snapdragon 450 SoC on the V7 as it used on the V7+. We can expect a confirmation on Monday, at the India launch event.
The Vivo V7 sports a 16-megapixel rear camera with flash and an f/2.0 aperture, apart from a 24-megapixel front camera with a soft 'Moonlight Glow' selfie light and an f/2.0 aperture. The smartphone bears 32GB of inbuilt storage that's expandable via microSD card (up to 256GB) with a dedicated slot.
Connectivity options on the Vivo V7 include 4G VoLTE, Wi-Fi, Bluetooth v4.2, GPS/ A-GPS, Micro-USB, and FM radio. Sensors on board include accelerometer, ambient light sensor, digital compass, proximity sensor, and virtual gyroscope. It sports a 3000mAh, measures 149.3x72.8x7.9mm, and weighs 139 grams.
