With campaigning for Gujarat Assembly elections entering its final day, poll fever is getting shriller and acrimonious in the state. After 49 days of intense campaigning, where leaders from the BJP and the Congress descended on the state, the poll rhetoric in Gujarat has gone from bad to worse (which is the case during most elections in India).
While the initial poll speeches revolved around issues like development, uplifting backward castes, pushing for better infrastructure in the state and criticising the government’s policies, the rhetoric has come down to vicious personal attacks and moved away from issues which matter. However, that shouldn’t surprise anyone as that is the tradition with all elections in India.

Since 2015, elections in India have presumed newfound importance because of two reasons. First of all, BJP’s fortunes have been shining ever since 2014 General Elections. In the five-state election in 2016, BJP’s extraordinary performance fostered their aspiration for what the party leadership had labelled Congress-mukt Bharat. Second of all, Congress was (is) facing its worst electoral phase since its conception. Rout after rout coupled with weak higher leadership was hurting the party more than ever.
Fever pitch campaigning ahead of Gujarat polls by both the parties brings back memories of Uttar Pradesh elections which was the last major litmus test for the BJP. In an unprecedented victory, the party shot to power in the state after 14 years — the BJP won a two-thirds majority in Uttar Pradesh — 325 seats with an 81 percent strike rate and 41.5 percent vote share. Majority of the opinion polls predicted a hung Assembly in the state. Congress, which had allied with the Samajwadi Party, which together could bag only 55 seats in the state Assembly in March this year.
Gujarat, for different reasons, is as important than Uttar Pradesh. Historically a trade state, Gujarat is Modi’s pride. Losing Gujarat, where the BJP has been ruling for the past 22 years, will be a terrible fall of face for Gujarat and even though elections in Gujarat are being fought on different issues than they were fought in Uttar Pradesh, there are several parallels which can be drawn between the two polls and the parties’ rhetoric in the run-up to the elections:

Gujarat Election Result: Just over three hours into the counting of votes for the Gujarat Assembly elections, the BJP can finally breathe easy as they extend their lead comfortably to around 105 seats for the 182-seat Assembly. An hour into the counting of votes, the Congress had suddenly gained on the BJP and at one stage even overtook the them as markets fell over 850 points as BJP was staring at a possible defeat. But after 45 very nervous minutes for the BJP, the fortunes turned around for the party in Prime Minister Narendra Modi's home state.



Ahmedabad: After a high-pitched and bitterly-fought election campaign by the BJP and Congress in Gujarat, all eyes now focus on the Gujarat Assembly election result which will be declared today. Counting of votes began at 8 am sharp. The BJP has extended the lead after the Congress gave a tough challenge. The Congress, which exit polls predicted would lose the Gujarat election, seemed to be proving them wrong. At one time, experts and analysts even considered a win for the Congress, which would be a first for them in two decades in Gujarat. Markets had collapsed with the Sensex going down 850 points, but has recovered the loss and is up 50 pointscurrently. 

The election in Gujarat is seen as a prestige battle for both Prime Minister Narendra Modi and newly-elected Congress president Rahul Gandhi. For PM Modi, Gujarat being his home state makes it a must-win battle for the BJP, while for Rahul Gandhi, who is now Congress president, a loss would be seen as a bad start, especially because he was the face of the Congress and spearheaded its campaign and strategy in the state. The BJP has been ruling in Gujarat for the last two decades and a win today will be significant for them ahead of the 2019 general elections. While it is neck and neck in Gujarat, the BJP has extended its lead over the Congress in Himachal Pradesh.

Assembly election results 2017: BJP leads in Gujarat after initial scare, Congress trails in Himachal Pradesh

Assembly election results 2017: Belying expectations, initial trends have, however, thrown up a surprise in Gujarat, showing BJP and Congress locked in a neck and neck battle. As of now, BJP is moving ahead.



It’s December 18. EVMs have been opened and brisk counting of votes in two states that went to polls is underway. It will be known in a matter of hours if the BJP under the leadership of Prime Minister Narendra Modi will retain its stronghold on Gujarat for a sixth straight term, and if it will make a comeback in Himachal Pradesh to capture power in the 16th state.

A majority of exit polls have predicted it can. In both states. Belying expectations, initial trends have, however, thrown up a surprise in Gujarat, showing BJP and Congress locked in a neck and neck battle. As of now, BJP is moving ahead.

According to latest figures from aapkasamachar, BJP is leading in 105 seats, while Congress is ahead in 85 seats. In the 182-seat Assembly, BJP holds 121 seats while Congress has 61. The half-way mark is 92.

Gujarat is a prestige battle for Prime Minister Narendra Modi who steered a no-holds-barred campaign against the Congress. The results will be no less a telling statement on the new Congress president Rahul Gandhi, who has seemingly set his party on a revival course, with his relentless attacks on the ruling BJP.
In Himachal Pradesh, the trends, according to NDTV, show the saffron party leading in 39 seats. The Congress is ahead in 25 seats.
The exit polls have predicted a clear majority for the BJP whose CM candidate in Himachal Pradesh, Prem Kumar Dhumal began drawing crowds to his village in Hamirpur. Initial trends, however, show Dhumal trailing in Sujanpur.
Congress leader and Chief Minister Virbhadra Singh has insisted that Monday’s results will prove the pollsters wrong.
The days before the voting saw political leaders of both mainstream rivals hit the campaign trail, particularly in Gujarat, with all their might. During the campaign, Modi tried to corner the Congress on issues like Ram temple, alleged Pakistani hand in Gujarat polls and now-suspended senior Congress leader Mani Shankar Aiyar’s “neech”remark.
Rahul Gandhi kept up its attack on Modi over GST and unemployment among other issues. The Congress joined hands with prominent Patidar, OBC, and Dalit leaders — Hardik Patel, Alpesh Thakor and Jigesh Mevani. It remains to be seen if the broad social coalition will work in the party’s favour.
The results will also set the tone for the 2019 Lok Sabha polls.

Indian bonds gain on RBI's more balanced tone on inflation, liquidity

India's 10-year bonds gained today after the RBI stuck to a more balanced tone on inflation and market liquidity, in a relief to investors who had braced for more hawkish comments


Mumbai: India's benchmark 10-year bonds gained on Wednesday after the central bank stuck to a more balanced tone on inflation and market liquidity, in a relief to investors who had braced for more hawkish comments.

The Reserve Bank of India kept its policy rate steady at 6% as widely expected, but slightly softened its language on inflation by saying risks were "evenly balanced."


Bond investors were further relieved after RBI deputy governor Viral Acharya said he expected "slightly surplus" liquidity by March, reducing some of their concerns that the central bank would continue with aggressive open market debt sales to drain out cash from the financial system.

"Market is relieved that the RBI did not raise its anti-inflation rhetoric," said Anindya Das Gupta, managing director and head of trading at Barclays India.
"Market was fearful of a slightly more hawkish tone," he added. "So in a sense there is no fresh bad news which is a bit of a relief."


The benchmark 10-year bond yield ended at 7.03%, compared with around 7.07% right before the RBI decision came in. The yield had closed at 7.06% on Tuesday.
Meanwhile, the broader NSE index dropped 0.7% and the rupee weakened to 64.51 to the dollar from 64.38 on Tuesday.
The positive end in bond markets comes after a recent sell-off sent the 10-year bond yield up by more than 60 bps since the RBI last cut the repo rate by 25 bps in early August.

Bond markets have pummelled as an acceleration in inflation has sharply reduced the prospect of rate cuts, while worries mount that the government would borrow more from debt markets as it struggles to meet its annual fiscal deficit target.

The RBI also contributed to the sell-off by selling Rs90,000 crore ($13.95 billion) via open market operations since July to drain out excess cash accumulated after India's shock move to ban higher-value bills late last year as well as the central bank's foreign exchange market interventions.

In BJP vs Congress In Gujarat, A Test To See Which Has Better Ground Game

Ground networks will decide the outcome in North Gujarat's Mehsana district, traditionally a BJP stronghold and now considered a battleground because of the Congress's alliance with caste leaders like Hardik Patel and Alpesh Thakor.


Mehsana: As it heads into an election in Gujarat next week, the BJP faces a challenge to its dominance in one of its most prominent mainstay states from a host of factors - from anti-incumbency to a new generation of community leaders.
But the party says it will prevail - in part because of its legendary grassroots network, nurtured by BJP chief Amit Shah, which has proven successful in getting the votes out on Election Day. 


The Congress has scoffed at this, claiming the Amit Shah-powered election machine is overhyped, and that the Congress has tried to fix its own somewhat unreliable party machinery.
We set out to test the claims of both parties from Mehsana district in north Gujarat, traditionally a BJP stronghold, but now a battleground because of the Congress's alliance with caste leaders like Hardik Patel and Alpesh Thakor.


North Gujarat has a sizeable numbers of Patels, a dominant agrarian and business community and Thakors, an OBC or Other Backward Class community.

Our first stop was the Patel-dominated Vijapur assembly seat won by the Congress last time.

Except the Congress MLA has crossed over to the BJP.  


But this time he wasn't given a ticket.


Instead, the BJP has fielded a prominent local businessman, Ramanbhai Patel, who runs a chain of Maruti car dealerships.


In Ramanbhai's campaign team, we meet Jitesh Patel, who says he heads a Shakti Kendra, the BJP's description for a committee at the Mandal level. (Mandal is an administrative unit, between district and village or town).

Patel tells us he has seven booths under him. "Each booth has a head in-charge of the voters list for that booth. There are 50 names on each page (of the voters list). Each page has a BJP page in-charge," he said.  


On our request, he hands us a copy of booth heads under his watch - a typed list of names and cellphone numbers.

We dial the first six names on the list. Of the six, phone calls to three people were either not met with a response or they denied being booth heads; three people, however, replied, saying that they were indeed heading booth committees.


When we ask for the next level of coordinators - the page supervisors - the party says they will get back to us, since "everyone is in the field right now". They never did.
The Congress has fielded a party old timer Natha Patel from Vijapur. He is nowhere to be seen.


He tells us he is still in Ahmedabad, a two-hour drive away. His colleagues, however, claim he is "campaigning in nearby villages" and insist he will turn up soon.


Vijay Patel, one of his campaign managers, says the Congress has a base in every booth in the district, with 10 to 15 workers in each booth.

We repeat the same experiment, dialling the first six names on the list. Of the six, the phone numbers of four were non responsive; two, however, replied, saying that they were the heads of these booth committees and they did have people under them.


The Congress also handed us a list of supervisors of individuals pages, with names, cellphone numbers, and photographs.


Dialing the first six names on that list results in this: three of them answered positively and claimed they were page in-charges, but the other three didn't. One of them didn't answer the phone and the other two had no contact with the Congress at all.


By the time we were done, the Congress candidate, Natha Patel finally turned up.
We ask him why he told us he was in Ahmedabad when he was clearly nearby. "See, people keep calling, so to avoid them I said that I was away. I was campaigning in nearby villages," he said.


Our next stop: the Becharaji seat in north Gujarat which has a mix of Patels and Thakors.



Against the BJP's candidate, Rajni Patel, the two-time MLA, the Congress has fielded Bharat Thakor, a candidate chosen by its new ally Alpesh Thakor.

From the list given to aapkasamachar by the BJP candidate, we dialled six booth supervisors.
Of the six, two did not answer. Of the remaining 4, two denied being booth in-charges, and two denied being assigned any booth.


When it came to the Congress however, we were not, given such a list despite assurances.


One of the reasons could be the adverse reaction to the selection of Bharat Thakor, a first-timer in politics. Thousands of Congress workers loyal to party hopeful Kiritbhai Patel, who was hoping to get the seat, protested at party headquarters in Ahmedabad earlier this week.

We made at least 20 calls to Bharat Thakor's team; on each occasion we were told that the list would be shared with us "in five minutes" and that "sir (Bharat Thakor) is in a meeting", hence the delay.

As the battle for power in poll-bound Gujarat intensifies, it is now Prime Minister Narendra Moditurn to lead the BJP’s campaign in the state. PM Modi, who is on a three-day visit to his home state, will address at least eight rallies in different parts of Kutch, Saurashtra and south Gujarat. On Monday, he will start his rally from Bhuj in Kutch district.

On Sunday, the saffron party kickstarted the campaign with “Mann Ki Baat, Chai Ke Saath” event where various party leaders listened to PM’s address while sipping tea at all 50,128 polling booths across the state. While interacting with the citizens, Finance Minister Arun Jaitley criticised Pakistan over 26/11 mastermind Hafiz Saeed’s release and Union Minister Smriti Irani said people would teach the Congress a lesson for its anti-poor mindset.

The polling for the two-phase elections in Gujarat, having total 182 seats, will take place on December 9 and 14. Votes will be counted on December 18.

9.10 am: “Each rally has been organised in such a way that people from five to six surrounding constituencies can also attend it,” Gujarat BJP in-charge Bhupender Yadav said.

9.07 am: Several prominent leaders including Union ministers Rajnath SinghNitin Gadkari, Arun Jaitley and Sushma Swaraj, chief ministers of BJP-ruled states — Yogi Adityanath and Vasundhara Raje are expected to join the campaign.
8.46 am: Congress on Sunday also released its list of 76 candidates for the second phase of the election. The filing of nomination ends today. Congress, however, could not finalise the names of its candidates in 17 more seats, owing to internal party disputes. Few workers had also reportedly vandalised property at the party office in Gandhinagar.
8.30 am: Prime Minister Modi will first visit a temple in Kutch and seek the blessings of Ashapura Mata. Taking to Twitter, PM Modi Sunday said, “Tomorrow I begin my rallies across Gujarat. My first rally will be in Bhuj, Kutch. This district is close to my heart. Its spirit of resilience after the 2001 quake was seen by the world. Since then, Kutch has seen record progress, which has benefitted all sections of society. Tomorrow I would address rallies in Jasdan, Dhari and Kamrej. Guided by the Mantra of ‘Sabka Saath, Sabka Vikas’ we are committed to taking 
Gujarat to even new heights of growth and building on the good work done in the last two decades in the state.”

3-year-old girl allegedly raped: School trustee, a French national, arrested in Mumbai

The girl had alleged the trustee of the school, along with a woman teacher, had sexually abused and raped her in school. In addition, the probe in the case has now been handed over to an ACP-rank officer.



A WEEK after the Bombay High Court pulled up the Mumbai Police for its “casual approach” while investigating a case of sexual abuse of a three-year-old girl, the police arrested the trustee of the school on Tuesday. The girl had alleged the trustee of the school, along with a woman teacher, had sexually abused and raped her in school. In addition, the probe in the case has now been handed over to an ACP-rank officer.

A press release issued by ACP (Meghwadi division), who is now investigating the case, stated that they arrested the trustee, a 56-year-old French national, in connection with the case. The release added that the accused was produced before court in Dindoshi, which remanded him in police custody till November 14. A senior officer said, “We will be questioning the accused in connection with the case. Depending on the probe, we may decide to arrest the teacher at a later stage.”

The alleged incident took place in January this year and a police complaint was registered by the girl’s mother. According to the complaint, the child was abused on several occasions and the incident came to light when her mother noticed she was unable to walk and sit properly. The child identified the accused from their photographs on the school website.


The MIDC police station registered an FIR, charging the accused with rape and sections of the POCSO Act. The police, however, did not make any arrest following which the parents approached the HC. While hearing the matter on October 31, a bench of Justices Ranjit More and Shalini Phansalkar-Joshi expressed surprise that despite the victim clearly naming and identifying the accused, and her testimony being supported by the complaint made by the mother, the police had delayed the probe by examining an unnecessarily long list of witnesses.

The prosecution, meanwhile, submitted that one of the reasons the accused had not been arrested was that no other children from the school had raised any allegations of abuse. The prosecution added that the accused had denied the charges and the police had conducted a polygraph (lie-detector) test on them and found they were not lying. The prosecutor also said medical examination of the child was conducted in a government-run hospital but the results had remained inconclusive. 

The court observed that in a case where sections of POCSO Act are applied, the police can rely on the victim’s testimony.
